English Language Learners (EL) are students in kindergarten through grade twelve who, based on objective assessment, have not developed sufficient listening, speaking, reading, and writing proficiencies in English to participate in the regular school program. Students who are considered English Language Learners (EL) receive services that are designed to help them develop their English language skills in listening, speaking, reading, and writing.
The goal of English Language Learner program is to support student achievement of grade level standards while ensuring that the student is developing proficiency in English. When a student demonstrates English skills and content knowledge at a level comparable to that of students of the same age and grade whose primary language is English the student is eligible to reclassify as a Fluent English Proficient Student.
Students can be reclassified from EL students to fully English proficient by their ELPAC scores.
